Dear Sheriff Honea:
An Unannounced Inspection of the Butte County Sheriff's Office was completed for the
following facility on Tuesday, December 2, 2025:

This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 and 24, California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate continued compliance with
§1027.5 Safety Checks (b) and (d), §1045 Public Information Plan, §1260 Standard
Institutional Clothing, §1265 Issue of Personnel Care Items, and §1270 Standard Bedding
and Linen Issue of Title 15 of the California Code of Regulations (CCR), Minimum
Standards for Local Detentions Facilities.
The Unannounced Inspection consisted of a site visit, interviews with administration staff,
ensuring proper documentation was available in the visit lobby, walkthroughs of random
housing areas while reviewing live log entries of safety checks, and inspecting circulating
mattresses and standard-issued clothing to ensure they were clean and free from holes
and tears. Board of State and Community Corrections (BSCC) staff also conducted an
inspection of personal care items initially provided during the intake process, to include a
toothbrush, dentifrice, soap, a comb, and shaving implements, along with the availability
of other personal care items to include sanitary napkins, panty liners, and tampons for
menstruating persons. During the inspection, it was also noted that all areas of the
walkthrough were in sanitary conditions.
BSCC staff found no items of noncompliance with the aforementioned Title 15 Minimum
Standards.

An Exit Briefing with your staff was also held on Tuesday, December 2, 2025; BSCC staff
presented an inspection overview and discussed technical assistance and best practice
recommendations.
