A pre-inspection briefing was held on Tuesday, July 9, 2024, and the following facility was inspected between Tuesday, July 23, 2024 and Friday, July 26, 2024: FACILITY NAME BSCC # FACILITY TYPE Calaveras Co. Adult Detention Facility 0405 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS We identified the following items of noncompliance with Title 15 Minimum Standards. Title 15 §1027.5 Safety Checks: (b) There shall be no more than a 60-minute lapse between safety checks. BSCC staff reviewed safety check logs from January through July 2024. The review found that on a daily basis, the documentation of multiple safety checks exceeds the 60-minute requirement. Title 15 §1065 Exercise and Recreation: (a) The facility administrator of a Type II or III facility shall develop written policies and procedures for a minimum of 10 hours out of cell time distributed over a period of seven days to include: (1) an opportunity for three hours of exercise (2) an opportunity for seven hours of recreation. The review found that documentation of out-of-cell time did not clearly indicate that the persons were offered the required time. Additionally, there is not adequate documentation that indicates how the three hours of exercise time is offered. Refer to the attached Procedures Checklist for detailed information. CORRECTIVE ACTION PLAN (CAP) An out brief with your staff was held on Wednesday, July 24, 2024; BSCC staff presented an inspection overview and discussed technical assistance and best practice recommendations.
