Section Description A sufficient number of personnel shall be employed in each local detention facility to ensure the implementation and operation of the programs and activities required by these regulations. BSCC staff reviewed the facility staffing plan, recent duty § 1027. Number of Personnel roster, assignments, safety checks, and available programs. The facility operates with 63% of the budgeted staff. The safety checks are being missed on a regular basis due to low staffing levels, and programs that existed prior to the COVID- 19 measures have not returned because there is not adequate staff to implement and supervise the activities. (a) Safety checks will determine the safety and well- being of individuals and shall be conducted at least hourly through direct visual observation of all people held and housed in the facility. (b) There shall be no more than a 60-minute lapse § 1027.5 Safety Checks between safety checks. BSCC staff reviewed safety checks from October 2022 through March 2023.
