COUNTY JAIL
Dear Sheriff Garofalo:
An Unannounced Inspection of the Colusa County Sheriff's Office was completed for the
following facility on June 25, 2024:

Colusa County Jail 0420 II
This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities outlined in Title 15,
California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate compliance with the following
subsections of Title 15 regulations:
1027 NUMBER OF PERSONNEL
BSCC staff reviewed the facility staffing roster and verified that all shifts had at
least one female employee who was immediately available and accessible to
incarcerated females.
1044 INCIDENT REPORTS
BSCC staff reviewed a sampling of various written reports to ensure records
included the names of the persons involved, a description of the incident, the
actions taken, and the date and time of the occurrence.
1260 STANDARD INSTITUTIONAL CLOTHING
BSCC staff inspected random samplings of issued clothing during the intake
process for cleanliness and that they were free of holes or tears. BSCC staff also
interviewed a person incarcerated who works in laundry regarding issues with

clothing. The person said that any clothing with stains or holes are immediately
replaced.
1265 ISSUE OF PERSONAL CARE ITEMS
BSCC staff verified that the agency was providing and had stocked shelves of
sanitary napkins, panty liners, and tampons for menstruating persons
After reviewing documentation, completing a facility walkthrough, and conducting
interviews with staff and people housed at the facility, we identified no items of
noncompliance with Title 15 Minimum Standards.
An Exit Briefing with your staff was held on Tuesday, June 25, 2024; BSCC staff
presented an inspection overview and discussed technical assistance and best practice
recommendations.
