November 30, 2023 Sheriff David Livingston Contra Costa County Office of the Sheriff 1850 Muir Road Martinez, CA 94553 2023 UNANNOUNCED INSPECTION, PENAL CODE 6031, CONTRA COSTA COUNTY MARTINEZ DETENTION (MDF) FAILCITY TYPE II Dear Sheriff Livingston: Pursuant to Penal Code section 6031 (b), on November 29, 2023, the Board of State and Community Corrections (BSCC) staff conducted an unannounced inspection of the Contra Costa County Martinez Detention Facility (MDF). The focus of the unannounced inspection was to verify continued compliance with sections 1265 Issue of Personal Care Items, 1272 Mattresses, 1263 Clothing Supply, and 1280 Facility Sanitation, Safety, and Maintenance of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities, and an inspection of safety cell padding according to Title 24, section 1231.2.5 Safety Cell. INSPECTION RESULTS Title 15, CCR Minimum Standards The inspection consisted of a site visit, a walkthrough of the intake safety cells and Modules A, B, and F, interviews with administration staff and incarcerated people, and an inspection of the clothing, personal care items, and mattresses being issued to persons in custody. CORRECTIVE ACTION PLAN (CAP) During the onsite inspection, we found no items of noncompliance with the Titles 15 and 24, Minimum Standards for Local Detention Facilities sections we inspected, and no Corrective Action Plan is required. * * * I am available to provide technical assistance when requested.
