OFFICE DETENTION FACILITY
Dear Sheriff Livingston:
An Unannounced Inspection of the Contra Costa County Sheriff's Office was completed
for the following facility on Tuesday, July 22, 2025:

West County Detention Facility (WCDF) 0470 II
This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 and 24, California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate areas of Title 15, including:
§1027.5 Safety Checks:
BSCC staff reviewed safety checks and determined the facility is compliant with
the regulation.
§1065 Exercise and Out of Cell Time:
BSCC staff determined the facility to be compliant with the regulation, as
incarcerated persons are provided more than 10 hours per week.
§1260 Standard Institutional Clothing:
BSCC staff observed the clothing worn by incarcerated people to be in good
condition.

§1270 Standard Bedding and Linen Issue:
BSCC staff observed the bedding of the incarcerated people to be in good
condition.
§1280 Facility Sanitation, Safety, and Maintenance:
BSCC staff found the facility clean and in good condition.
We identified no items of noncompliance with Title 15 Minimum Standards.
No items of noncompliance were identified with Title 24 Minimum Standards.
An Exit Briefing with your staff was held on Tuesday, July 22, 2025; BSCC staff presented
an inspection overview and discussed technical assistance and best practice
recommendations.
