March 12, 2026 Sheriff David Livingston Contra Costa County Sheriff’s Office 1850 Muir Road Martinez, CA 94553 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, CONTRA COSTA COUNTY SHERIFF’S OFFICE DETENTION FACILITY Dear Sheriff Livingston: An Unannounced Inspection of the Contra Costa County Sheriff's Office was completed for the following facility on Saturday, March 7, 2026: FACILITY NAME BSCC # FACILITY TYPE West County Detention Facility 0470 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate areas of Title 15 including, but not limited to: §1027.5 Safety Checks BSCC staff reviewed safety checks in Building #6 and determined the facility to be compliant with the regulation. §1065 Exercise and Out of Cell Time BSCC staff determined the facility to be compliant with this regulation as incarcerated people are provided more than 10 hours per week. §1260 Standard Institutional Clothing BSCC staff observed the clothing worn by incarcerated people to be in good condition. §1270 Standard Bedding and Linen Issue BSCC staff observed the bedding of the incarcerated people to be in good condition. §1280 Facility Sanitation, Safety, and Maintenance BSCC staff found the facility clean and in good condition. BSCC staff identified no items of noncompliance with Title 15 Minimum Standards. David Livingston Sheriff Page 2 No items of noncompliance were identified with Title 24 Minimum Standards.
