Initial Inspection Report 2023-2024 Biennial Inspection Cycle Date of Exit Briefing: 7/26/2023 Inspection Type: Comprehensive County: Contra Costa Facility Name(s): Concord Police Department BSCC #(s): 0535 BSCC Type: THJ Facility Representatives: Lieutenant Staten and CSO J. Cooper BSCC Field Representative: Dale Miller Corrective Action Plan Required? YES DATE CAP DUE TO BSCC: 8/25/2023 Current Items of Noncompliance Title 15. Section Description The facility administrator shall develop and implement policy and procedures for conducting safety checks that include, but are not limited to, the following: (e) There shall be a written plan that includes the documentation of all safety checks. Documentation shall include: (1) the actual time at which each individual safety check occurred; (2) the location where each individual safety check occurred, such as a cell, module, or dormitory number; and (3) Initials or employee identification number of staff who completed the § 1027.5 Safety Checks safety check(s). (f) A documented process by which safety checks are reviewed at regular defined intervals by a supervisor or facility manager, including methods of mitigating patterns of inconsistent documentation, or untimely completion of, safety checks. BSCC staff reviewed the last six months of safety checks and found that the checks were conducted within the time requirements of this section, but documentation was not clear. This included which cell and the exact time the cell was checked. Additionally, there is no documented process by which the checks are reviewed at regular defined intervals by a supervisor. Facility administrator(s) shall develop and publish a manual of policy and procedures for the facility. The policy and procedures § 1029. Policy and Procedures Manual manual shall address all applicable Title 15 and Title 24 regulations and shall be comprehensively reviewed and updated at least every two years. Concord Police Department Initial Inspection Report Page 2 Title 15. Section Description The current Jail Manual was last reviewed on January 8, 2021. The agency is and has been in the process of developing and implementing the contracted Lexipol manual that will be supplemented but the Jail Standard Operating Procedures (SOPs). Currently, the temporary holding facility staff is using the January 2021 manual that needs to be reviewed and updated. Title 24. Section Description Bunks in the temporary holding facility are not flush with the wall 13-102 (c) 6. Design requirements and offer a ligature point or suicide hazard for those held in temporary custody, up to 24 hours. Technical Assistance Provided BSCC staff provided an out brief to facility supervisor and discussed actions that would correct or mitigate the non-compliance items identified. Additional Information The facility was cleaned and well maintained.
