Current Items of Noncompliance:
Title 15. Section Description
At a minimum, all supervisors of and personnel who supervise
incarcerated persons in, a Court Holding or Temporary Holding
facility shall complete eight hours of specialized corrections
training. Such training shall include, but not be limited to:
(a) applicable minimum jail standards;
(b) jail operations liability;
(c)separation of incarcerated persons;
(d) emergency procedures and planning, fire and life safety; and;
(e) suicide prevention;
(f) de-escalation;
§ 1024. Court Holding and Temporary
(g) juvenile procedures;
Holding Facility Training
(h) racial bias; and,
(i) mental illness.
Such training shall be completed as soon as practical, but in any
event not more than six months after the date of assigned
responsibility.
BSCC staff reviewed training records and was advised that one
Public Safety Technician (PST) was assigned in October 2022
and has not completed the eight hours of training. PSTs are
primarily responsible for supervising those in custody. Although
having completed some training, the documentation did not
specifically address the above items.

Currently, a fire prevention inspection is not being
documented on a monthly basis by staff.
Technical Assistance Provided
BSCC staff provided an outbrief and sent examples of forms to assist the agency with developing
their own monthly fire prevention inspection forms. Additionally, training information and sources
were provided to assist the agency to become compliant with training.
Additional Information
The facility was clean and appeared well maintained.
