November 12, 2025 John Zanoni, Sheriff-Coroner Fresno County Sheriff’s Office 2200 Fresno Street Fresno, CA 93721 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, FRESNO COUNTY SHERIFF’S DEPARTMENT – SUPERIOR COURT HOLDING Dear Sheriff Zanoni: An Unannounced Inspection of the Fresno County Sheriff's Department was completed for the following facility on Wednesday, October 22, 2025: FACILITY NAME BSCC # FACILITY TYPE Fresno Superior Court Holding 0810 CH This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate continued compliance with specific portions of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities. This consisted of a site visit, interviews with administration staff, and a walkthrough of the court holding areas. The following regulations were reviewed/inspected: §1027.5 Safety Checks: Live safety check documentation logs were reviewed to ensure there were no lapses between 60-minute safety checks, the safety checks were being conducted randomly or at varied intervals, and a documented process by which safety checks are reviewed at regular, defined intervals by a supervisor or facility manager, including mitigating patterns of inconsistent documentation, or untimely completion of safety checks. Per the documentation of the areas reviewed, compliance was met with these portions of the regulation. §1028 Fire and Life Safety Staff: Initial training is conducted at the Academy and continued biennially thereafter. Each deputy is certified in CPR and First Aid. This is certified by the American Medical Association. Copies of the certificate are maintained at the training unit. John Zanoni Sheriff-Coroner Page 2 CPR methods and applications allow deputies to administer CPR on an unresponsive person without needing approval and to call for higher-level medical attention. Deputies are instructed to use proper PPE. Staff are also taught to continue CPR until it is no longer needed or until relieved by a medical professional. Current CPR course and record keeping comply with AB268 standards. This meets compliance with Title 15.
