June 20, 2022 William Honsal, Sheriff-Coroner Humboldt County Sheriff’s Office 826 4th Street Eureka, CA 95501 2022 UNANNOUNCED INSPECTION, PENAL CODE 6031, HUMBOLDT COUNTY JAIL (TYPE II JAIL FACILITY) AND COURT HOLDING FACILITY Dear Sheriff Honsal: Pursuant to Penal Code section 6031 (b), on June 16, 2022, the Board of State and Community Corrections (BSCC) staff conducted an unannounced inspection of the Humboldt County Jail and Court Holding Facility. The focus of the unannounced inspection was to verify continued compliance with sections 1027.5 Safety Checks, 1032 Fire Suppression Preplanning, and 1280 Facility Sanitation, Safety, and Maintenance of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities. BSCC INSPECTION Title 15, CCR Minimum Standards The inspection consisted of a site visit, interviews with administration staff, facility staff, and a review of safety check documentation from April 2022 through June 2022 for areas N334, N339, N320, and S555. BSCC staff also reviewed monthly fire inspections from January 2022 through May 2022 and conducted a facility walkthrough of areas to affirm continued compliance for Facility Sanitation, Safety, and Maintenance from your corrective action plan. Prior to the onsite inspection, your administrative staff informed the BSCC that you had four housing modules in quarantine. BSCC staff did not conduct a walkthrough of these areas. During the review of safety check documentation, monthly fire prevention inspections, and Facility Sanitation, Safety, and Maintenance, we found no items of noncompliance. Title 24, CCR Physical Plant There are no outstanding items of noncompliance with Title 24 minimum standards. CORRECTIVE ACTION PLAN No items of noncompliance were identified during the unannounced inspection, and no Corrective Action Plan is required.
