2023 UNANNOUNCED INSPECTION, PENAL CODE 6031, HUMBOLDT COUNTY
SHERIFF’S CORRECTIONAL FACILITY (TYPE II JAIL)
Dear Sheriff Honsal:
Pursuant to Penal Code section 6031 (b), on May 10, 2023, the Board of State and Community
Corrections (BSCC) staff conducted an unannounced inspection of the Humboldt County
Correctional Facility. The focus of the unannounced inspection was to verify continued
compliance with 1263; Clothing Supply (initial clothing issue during the intake process), 1265;
Issue of Personnel Care Items, 1240; Frequency of Serving, and 1272; Mattresses, of Title 15
of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities.
INSPECTION RESULTS
The inspection consisted of a site visit, a walkthrough of the intake process, interviews with
administration staff, the inspection of mattress conditions in a module, the condition of clothing
issued at intake, personal care items, and interviews with the kitchen supervisory staff. During
the onsite inspection, we found no items of noncompliance with Title 15 of the California Code
of Regulations (CCR), Minimum Standards for Local Detentions Facilities sections we inspected.
CORRECTIVE ACTION PLAN
No items of noncompliance were identified during the unannounced inspection for Title 15,
Minimum Standards for Local Detention Facilities, and no Corrective Action Plan is required.
