July 11, 2023 Dale Frisby Judicial Council of California 2860 Gateway Oaks Dr, Suite 400 Sacramento, CA 95833-4272 COUNTY OF IMPERIAL – EL CENTRO COURTHOUSE, BSCC PLAN REVIEW 025- 0917.01 Dear Mr. Frisby: On Monday, July 10, 2023, the Board of State and Community Corrections (BSCC) conducted the Pre-Opening Inspection of the new El Centro Courthouse located at 650 Wake Avenue, El Centro, California, for compliance with the applicable Minimum Standards for Local Detention Facilities as outlined in 2017’s Title 24, California Code of Regulations. The resulting inspection report is comprised of this letter and the attached documents including a Physical Plant Evaluation (PHY) outlining Title 24 requirements for the design and a Living Area Space Evaluation (LASE) that summarizes the facility’s configuration and rated capacity; the holding capacity of the facility is 73. During my inspection, I found the project met Title 24 requirements, and I found no areas of noncompliance. I have visited the construction site on several occasions and offered technical assistance to the construction team in resolving a compliance issue encountered during construction. All facilities except Type IV facilities shall include attorney interview areas which provide for confidential ☒ ☐ ☐ consultation with inmates. 1231.3.1 Toilets/urinals.
