The 2023-2024 Comprehensive Inspection of the Calexico City Police Department has
been completed. A pre-inspection briefing was held on Wednesday, July 3, 2024, and the
following facility was inspected on Thursday, November 7, 2024:

This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 and 24, California Code of Regulations.
In addition to inspection(s) by the BSCC, inspections are also required annually by the
County Health Officer and biennially by the State Fire Marshal or an authorized
representative (Health and Safety Code Sections 101045 and 13146.1). The results of
those inspections are considered a part of this report.
During the onsite inspection, facility supervision could not provide the Temporary Holding
Facility’s Standard Operating Procedures (SOP); therefore, the facility was initially
noncompliant with several sections of Title 15. However, after the Exit Brief, staff located
the SOP and provided it to the BSCC for review. Below are the initial items of
noncompliance, the corrected items, and the remaining noncompliant items.
INSPECTION RESULTS
We identified the following items of noncompliance with Title 15 Minimum Standards on
the day of inspection:
Title 15 § 1029 Policy and Procedures Manual, Subsection (6):
Agency policy does not state that staff will conduct an annual review and
evaluation of the facility for security measures to include measures specific to the
prevention of sexual abuse and sexual harassment.

Additionally, facility staff did not provide documentation that an annual review and
evaluation for security measures occurred in 2023 or 2024.
Title 15 § 1029 Policy and Procedures Manual, Subsection (a)(7) (A-F):
These sections were initially noncompliant due to the lack of a facility-specific
emergency operations manual; however, once the SOP was reviewed, BSCC staff
determined compliance with these regulations.
Title 15 § 1032 Fire Suppression Preplanning, Subsections (a, c, d, and e):
These sections were initially noncompliant; however, once the SOP was reviewed
and the biennial fire inspection was completed by the Calexico Fire Department,
BSCC staff determined compliance with these regulations.
Title 15 § 1046 Death in Custody, Subsection (b):
This section was initially noncompliant; however, once the SOP was reviewed
BSCC staff determined compliance with this regulation.
Title 15 § 1046 Death in Custody, Subsection (c):
Agency policy does not state the initial review report shall contain the demographic
information, facility information, and any relevant circumstances leading up to
death, including behavioral health or medical issues as stated in this regulation.
Title 15 § 1067 Access to Telephone:
During the onsite inspection agency supervision stated there was no
telecommunication device for the hearing or speech impaired; therefore, they were
initially noncompliant. However, after the exit brief, facility staff explained third-
party communications assistance is offered for compliance with this regulation.

CORRECTIVE ACTION PLAN (CAP)
An Exit Briefing was held with your staff on Thursday, December 19, 2024; BSCC staff
presented an overview of the inspection and discussed technical assistance and best
practice recommendations. BSCC staff reviewed and provided an Initial Inspection Report
for noncompliance items found during the inspection.
After completing the Exit Brief on December 19, 2024, your staff was able to locate and
provide your Temporary Holding Facility, Standard Operating Procedures (SOP) jail

manual, which provided the necessary information to determine compliance with the
above-listed items prior to the completion of the inspection report.
After reviewing your agency’s SOP, there are two remaining items of noncompliance for

Subsection (6). Please provide the BSCC with a Corrective Action Plan (CAP) if the items
cannot be corrected on or before January 19, 2025.
