The 2025-2026 Comprehensive Inspection of the Calexico City Police Department has
been completed. A pre-inspection briefing was held on Thursday, February 12, 2026, and
the following facility was inspected between Thursday, February 26, 2026, and
Wednesday, April 1, 2026:

This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 and 24, California Code of Regulations.
In addition to inspection(s) by the Board of State and Community Corrections (BSCC),
inspections are also required annually by the County Health Officer and biennially by the
State Fire Marshal or an authorized representative (Health and Safety Code Sections
101045 and 13146.1). The results of those inspections are considered a part of this report.
INSPECTION RESULTS
We identified the following items of noncompliance with Title 15 and 24 Minimum
Standards:
Title 15 Section 1024, Court Holding and Temporary Holding Facility Training (all
three sections):
The agency could not provide training records showing officers received eight hours of
specialized corrections training.
The agency could not provide training records showing officers received eight hours of
specialized corrections training within six months of assignment.

Shortly after the onsite inspection, some agency personnel attended an eight-hour
course, with more staff scheduled soon.
Title 15 Section 1028, Fire and Life Safety Staff (b)(1-7):
During the initial policy review portion of this inspection, agency policy did not include
subsections (b)(1-7) of this regulation; however, after BSCC staff provided technical
assistance, agency supervision added these sections to the Standard Operating
Procedures Jail Manual and is now compliant.
Title 15 Section 1030, Suicide Prevention Program (a) Annual suicide prevention
training for all custodial personnel:
The agency could not provide training records showing officers received annual suicide
prevention training.
Shortly after the onsite inspection, some agency personnel attended an eight-hour course
(that included suicide prevention), with more staff scheduled soon.
Title 24 Section 1231.2.22 Audio Monitoring System
The secure portion of the facility was remodeled in the early 90s, and the intercom system
was installed outside of the holding cells in the hallway. On the day of inspection, the
intercom system was not functional.

CORRECTIVE ACTION PLAN (CAP)
An Exit Briefing with your staff was held on Thursday, April 2, 2026; BSCC staff presented
an overview of the inspection and discussed technical assistance and best practice
recommendations. BSCC staff reviewed and provided an Initial Inspection Report for
noncompliance items found during the inspection. A CAP that addresses each
outstanding item of noncompliance is due to the BSCC no later than May 1, 2026.
