& INSTITUTIONS CODE SECTION 209, INYO COUNTY SHERIFF’S DEPARTMENT –
INYO COUNTY JAIL
Dear Sheriff Rennie:
An Unannounced Inspection of the Inyo County Sheriff's Department was completed for
the following facility on Wednesday, May 20, 2026:

This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 and 24, California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate continued compliance with
specific portions of Title 15 of the California Code of Regulations (CCR), Minimum
Standards for Local Detention Facilities. This consisted of a site visit, interviews with
administration staff, and a walkthrough of the intake area, along with a few housing
corridors.
§1027 Number of Personnel:
The regulation requires a sufficient number of personnel to be employed in each
local detention facility to ensure the implementation and operation of the programs
and activities required by these regulations. BSCC staff reviewed the agency's
staffing and determined that the agency is compliant with this portion of the
regulation.
§1027.5 Safety Checks:
Live safety check documentation logs were reviewed to ensure there were no
lapses between 60-minute safety checks, the safety checks were being conducted
randomly or at varied intervals, and documented process by which safety checks
are reviewed at regular, defined intervals by a supervisor or facility manager,

including mitigating patterns of inconsistent documentation, or untimely completion
of safety checks. Per the documentation of the areas reviewed, compliance was
met with these portions of the regulation.
§1056 Use of Sobering Cell:
Live safety check documentation logs were reviewed to ensure there were no
lapses between 30-minute safety checks, and the safety checks were being
conducted randomly or in varied intervals. Per the documentation of the areas
reviewed, compliance was met with these portions of the regulation.
§1260 Standard Institutional Clothing:
BSCC staff conducted an inspection of clothing provided to incarcerated persons
during the intake process. All issued and exchanged clothing shall be clean and
free from holes or tears. The facility was compliant with this portion of the
regulation.
§1280 Facility Sanitation, Safety, and Maintenance:
Per the regulation, the facility administrator shall develop written policies and
procedures for the maintenance of an acceptable level of cleanliness, repair, and
safety throughout the facility. Such a plan shall provide for a regular schedule of
housekeeping tasks and inspections to identify and correct unsanitary or unsafe
conditions or work practices that may be found. BSCC staff also inspected the
facility’s cleanliness, ensuring they are maintaining sanitary and safe conditions.
The facility was compliant with this portion of the regulation, the facility was clean,
and the fixtures were in good working order.
An Exit Briefing was also held on Wednesday, May 20, 2026; BSCC staff discussed the
overall outcome of the Unannounced Inspection and technical assistance
recommendations.
