February 6, 2026 Donny Youngblood, Sheriff-Coroner Kern County Sheriff’s Office 1350 Norris Road Bakersfield, CA 93308 2025-2026 COMPREHENSIVE INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, KERN COUNTY SHERIFF’S OFFICE DETENTION FACILITIES Dear Sheriff Youngblood: An Unannounced Inspection of the Kern County Sheriff's Office was completed for the following facilities on Thursday, January 22, 2026: FACILITY NAME BSCC # FACILITY TYPE Lerdo Pre-Trial Facility 1010 II Justice Facility 1030 II These inspections were conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate the following regulations of Title 15: §1056 Use of Sobering Cells §1055 Use of Safety Cells §1260 Standard Institutional Clothing §1270 Standard Bedding and Linen Issue §1280 Facility Sanitation, Safety, and Maintenance At the time of the inspection, Board of State and Community Corrections (BSCC) staff found both the safety cells and sobering cells not in use. All the cells were clean and appeared in good condition. While walking through various mods and pods, BSCC staff observed the jail-issued clothing being worn by incarcerated people to be clean and free of rips, tears, and stains. BSCC staff observed the jail-issued mattresses and linen to be free of damage. BSCC staff observed both facilities to be in good condition, with signs of continuing maintenance. We identified no items of noncompliance with Title 15 Minimum Standards.
