2023 UNANNOUNCED INSPECTION, PENAL CODE 6031 LOS ANGELES COUNTY
SHERIFF’S DEPARTMENT INMATE RECEPTION CENTER (TYPE II FACILITY)
Dear Sheriff Luna:
Pursuant to Penal Code section 6031 (b), on March 2, 2023, the Board of State and Community
Corrections (BSCC) staff conducted an unannounced inspection of the Inmate Reception
Center. The focus of the unannounced inspection was to verify continued compliance with
1027.5 Safety Checks (Intake Holding Cells), 1207 Medical Receiving Screening (Intake),
and 1280 Facility Sanitation, Safety and Maintenance of Title 15 of the California Code of
Regulations (CCR), Minimum Standards for Local Detentions Facilities.
BSCC INSPECTION
Title 15, CCR Minimum Standards
The inspection consisted of a site visit, a walkthrough of the intake process, interviews with
administration staff, and observation of medical staff conducting an intake medical assessment.
During the onsite inspection, we found no items of noncompliance with the Title 15 of the
California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities
sections we inspected.
CORRECTIVE ACTION PLAN
No items of noncompliance were identified during the unannounced inspection for Title 15,
Minimum Standards for Local Detention Facilities, and no Corrective Action Plan is required.
It should be noted that, although the unannounced inspection found no areas of noncompliance
with regards to Title 15 Minimum Standards, BSCC staff did observe a significant delay in
detainees receiving initial medical screenings and mental health evaluations by Correctional
Health Services staff. The delay in medical and mental health clearances resulted in excessive
‘wait times’ before an individual was cleared for housing. In one instance, the wait for clearance
for housing was in excess of 50 hours.
