YES DATE CAP DUE TO BSCC: 2/9/2024 Current Items of Noncompliance Title 15. Section Description At a minimum, all supervisors of, and personnel who supervise incarcerated persons in, a Court Holding or Temporary Holding facility shall complete eight hours § 1024. Court Holding and Temporary of specialized corrections training. Holding Facility Training Agency-wide: The Court Services Manual does not include policy requiring training for de-escalation, juvenile procedures, racial bias, and mental illness. A total of eight hours of refresher training shall be completed every two years. § 1024. Court Holding and Temporary In Bellflower, Alhambra, Foltz, Lancaster, Long Holding Facility Training Beach, Van Nuys, Pomona, and Inglewood Courts, BSCC staff requested to review training records. Records of required training were not available. In Antelope Valley and Van Nuys Courts, the checks reviewed meet the requirements for time but lack documented supervisory reviews. § 1029. Agency-wide: The Manual was last reviewed or updated in 2019, this is a non-compliance item for the entire agency. Policy and Procedures Manual Agency-wide: The Use of Force Policy does not strictly prohibit the use of carotid restraint and/or choke holds in accordance with Government Code §7286.5. (6) Each facility administrator shall, at least annually, review, evaluate, and make a record of security measures. § 1029. Policy and Procedures Manual In Antelope Valley, Pomona, and Van Nuys Courts, the inspection was not completed or available. (c) fire prevention inspections as required by Health and Safety Code Section 13146.1(a) and (b) which requires inspections at least once every two years. § 1032. Fire Suppression Preplanning East L.A., Foltz, Van Nuys, Pomona, and Hollywood courts did not have a Fire Department inspection available or completed in the last two years. (6) A medical opinion on placement and retention shall be secured within one hour from the time of placement. § 1058. Use of Restraint Devices Burbank, Foltz, Lancaster, Antelope Valley, Long Beach, and Van Nuys courts had records of restraint chair placements but had not obtained a medical opinion on placement within an hour of placement. The facility administrator shall develop written policies and procedures for the maintenance of an acceptable level of cleanliness, repair, and safety throughout the § 1280.
