Pogue, Sheriff Madera County Sheriff’s Office 2725 Falcon Drive Madera, CA 93637 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, MADERA COUNTY DETENTION FACILITY Dear Sheriff Pogue: An Unannounced Inspection of the Madera County Sheriff's Office was completed for the following facility on Tuesday, March 17, 2026: FACILITY NAME BSCC # FACILITY TYPE Madera County Jail 2985 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate the following sections of Title 15: • §1260 Standard Institutional Clothing BSCC staff observed the incarcerated people wearing clothing o consistent with the requirements of this regulation. • §1266 Showering BSCC staff found incarcerated people have access to the showers o anytime they are in the dayroom, which is consistent with this regulation. • §1270 Standard Bedding and Linen Issue BSCC staff observed that the bedding and linen issued to the o incarcerated people appeared to be clean, free of stains, and in good condition, consistent with the requirements of this regulation. • §1056 Use of Sobering Cells Due to construction at the facility as a part of the SB1022 Behavioral o Health expansion of the jail, the two sobering cells were unavailable for use. BSCC staff were advised that the sobering cells will be unavailable for the duration of the construction in the intake area, with an estimated construction time of 12 to 18 months. Tyson J. Pogue Sheriff Page 2 • §1055 Use of Safety Cells At the time of the inspection, neither of the safety cells was in use. o BSCC staff found the cells in good condition and clean. BSCC staff did note some damage to the padding, which had been logged and scheduled for repair. BSCC staff determined that the sobering cells being unavailable due to construction was a noncompliance under Title 24, Part 2, 1231.2.1 Reception and Booking: 3. A sobering cell, as described in Section 1231.2.4 if intoxicated, incarcerated persons who may pose a danger to themselves or others are held. Please advise BSCC staff as construction progresses, and the sobering cells are brought back online. CORRECTIVE ACTION PLAN (CAP) An Exit Briefing with your staff was held on Tuesday, March 17, 2026; BSCC staff presented an inspection overview.
