March 23, 2023 Dina Jose, Director Napa Department of Corrections 1125 Third Street Napa, CA 94559 23-24 UNANNOUNCED INSPECTION, PENAL CODE 6031, NAPA COUNTY JAIL (TYPE II FACILITY) Dear Director Jose: Pursuant to Penal Code section 6031 (b), on March 23, 2023, the Board of State and Community Corrections (BSCC) staff conducted an unannounced inspection of the Napa County Jail. The focus of the unannounced inspection was to verify continued compliance with §1263 Clothing Supply (during the intake process), §1265 Issue of Personal Care Items (issued), §1270 Standard Bedding and Linen Issue, and §1272 Mattresses (definition serviceability) of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities. BSCC INSPECTION Title 15 CCR, Minimum Standards The inspection consisted of a site visit, interviews with administration staff, walkthroughs of the intake process and some housing areas, inspections of mattresses issued, and the issuance of personal care items including sanitary napkins, panty liners, and tampons for each menstruating person. During the onsite inspection, we found no items of noncompliance with Title 15 of the CCR, Minimum Standards for Local Detentions Facilities sections. Corrective Action Plan No items of noncompliance were identified during the unannounced inspection for Title 15 of the CCR, Minimum Standards for Local Detention Facilities.
