February 18, 2026 AJ Alarcon, Interim Director Napa County Detention Facility 2210 Napa Vallejo Highway Napa, CA 94558 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, NAPA COUNTY DEPARTMENT OF CORRECTIONS DETENTION FACILITY Dear Interim Director Alarcon: An Unannounced Inspection of the Napa County Department of Corrections was completed for the following facility on Monday, December 1, 2025: FACILITY NAME BSCC # FACILITY TYPE Napa County Detention Facility 3407 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate continued compliance with the following California Code of Regulations (CCR), Title 15 regulations: Section 1027.5 - Safety Checks, Section 1055 – Use of Safety Cell, and Section 1056 – Use of Sobering Cell. The inspection consisted of a site visit, conversations with facility staff, and a documentation review of a random sample of safety checks, safety cell logs, and sobering cell logs from the Napa County Detention Facility. We identified no items of noncompliance with Title 15 Minimum Standards.
