During the documentation review, BSCC staff
determined the department is noncompliant with
subsection (a) of this regulation where Safety checks
§ 1027.5 Safety Checks
will determine the safety and well-being of individuals
and shall be conducted at least hourly through direct
visual observation of all people held and housed in
the facility.
During the documentation review, BSCC staff
determined the department is noncompliant with
§ 1027.5 Safety Checks
subsection (e2) of this regulation where
documentation is required of the location where each
individual safety check occurred.
During the documentation review, BSCC staff
determined the department is noncompliant with
§ 1027.5 Safety Checks
subsection (e3) of this regulation where
documentation is required of the initials or employee
identification number of staff who completed the
safety check(s).
BSCC staff determined the department is
noncompliant with this subsection (f) of this regulation
§ 1027.5 Safety Checks
where a documented process by which safety checks
are reviewed at a regular defined intervals by a
supervisor or facility manager.

BSCC staff found the department is noncompliant
§ 1029. Policy and Procedures Manual
with subsection (6) of this regulation as it requires
each facility administrator, at least annually, review,
evaluate, and make a record of security measures.
BSCC staff found the department’s Fire Suppression
§ 1029. Policy and Procedures Manual
Preplan Policy section (7A) was not up to date and
had not been reviewed within the last two years as it
relates to §1032 – Fire Suppression Preplanning.
BSCC staff found the department is not compliant
with section (a) where the fire suppression pre-plan is
to be developed with the local fire department to be
§ 1032. Fire Suppression Preplanning
included as part of the policy and procedures manual
(Title 15, California Code of Regulations Section
1029).
BSCC staff found the department is not compliant
§ 1032. Fire Suppression Preplanning
with section (b) where monthly fire prevention
inspections by facility staff basis with two-year
retention of the inspection record.
