August 22, 2024 Don Barnes, Sheriff-Coroner Orange County Sheriff’s Department Central Justice Center 700 Civic Center Drive West Suite M-100 Santa Ana, CA 92701 2023-2024 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, ORANGE COUNTY TYPE II DETENTION FACILITIES Dear Sheriff Barnes: An Unannounced Inspection of the Orange County Sheriff's Department was completed for the following facilities on July 29th and 31st of 2024: FACILITY NAME BSCC # FACILITY TYPE Central Men’s Jail 3480 II Intake Release Center 3490 II Central Women’s Jail 3500 II Theo Lacy Facility 3560 II These inspections were conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Title 15, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to verify continued compliance with sections 1044 Incident Reports, 1260 Standard Institutional Clothing, 1265 Issue of Personal Care Items, and 1272 Mattresses of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detention Facilities. The inspection consisted of a site visit, conversations with facility staff, and physical inspection of clothing items, feminine hygiene products, mattresses, and a review of incident reports. We identified no items of noncompliance with Title 15 Minimum Standards.
