May 30, 2025 Don Barnes, Sheriff-Coroner Orange County Sheriff’s Department Central Justice Center 700 Civic Center Drive West Suite M-100 Santa Ana, CA., 92701 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, ORANGE COUNTY DETENTION FACILITIES Dear Sheriff Barnes: An Unannounced Inspection of the Orange County Sheriff's Department was completed for the following facilities on May 6 and May 27, 2025: FACILITY NAME BSCC # FACILITY TYPE Men’s Central Jail 3480 II Women’s Central Jail 3500 II Theo Lacy 3560 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate continued compliance with Sections 1027.5. Safety Checks and 1065 Exercise and Out of Cell Time of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detention Facilities. The inspection consisted of a site visit, conversations with facility staff, and a documentation review of a random sample of safety check logs from the Men’s and Women’s Central Jails and Out of Cell records for individuals housed in Administrative Separation at Theo Lacy.
