March 19, 2025 Don Barnes, Sheriff-Coroner Orange County Sheriff’s Department Central Justice Center 700 Civic Center Drive West Suite M-100 Santa Ana, CA., 92701 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, ORANGE COUNTY DETENTION FACILITY Dear Sheriff Barnes: An Unannounced Inspection of the Orange County Sheriff's Department was completed for the following facility on March 10, 2025: FACILITY NAME BSCC # FACILITY TYPE Theo Lacy 3560 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate continued compliance with Section 1032 Fire Suppression Preplanning and Section 1053 Administrative Separation subsection (e) of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detention Facilities. The inspection consisted of a site visit, conversations with facility staff, documentation review of monthly fire prevention inspections conducted by facility staff, and reviews/evaluations of individuals who need continued placement in administrative separation by classification staff.
