February 25, 2026 Wayne Woo, Sheriff Placer County Sheriff’s Office 2929 Richardson Drive Auburn, CA 95603 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, PLACER COUNTY DETENTION FACILITY Dear Sheriff Woo: An Unannounced Inspection of the Placer County Sheriff's Office was completed for the following facility on Monday, December 9, 2025: FACILITY NAME BSCC # FACILITY TYPE South Placer Jail 3807 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate daily housing unit operations within the South Placer Jail Facility. 1073: Grievance Procedures: Board of State and Community Corrections (BSCC) staff went to the A Housing Pod to confirm equal access to the grievance system for those housed on that unit. BSCC staff confirmed that grievances can be filed both electronically and in paper form. The facility is attempting to move the process to electronic filing only, but still accepts paper grievances until it receives more tablets for the unit. Currently, the unit has eight tablets for 60 incarcerated persons. The facility has installed 60 tablet chargers in each pod, anticipating the arrival of 60 tablets per pod in January 2026. The facility is compliant with this regulation. 1240: Frequency of Serving: BSCC staff confirmed that the facility was compliant with this regulation by reviewing the facility menus and walking through the kitchen facility. During the onsite inspection, BSCC staff watched as the kitchen staff and incarcerated individuals working in the kitchen prepared breakfast for the next day. The meal Wayne Woo Sheriff Page 2 consisted of scrambled eggs, three pancakes and milk. The food service area was clean, and all food appeared to be stored properly. BSCC staff were provided a month’s worth of food service menus for the facility. The menus were detailed and contained three meals a day, with one of them being a hot meal. The menus were also signed off by a dietitian. The facility is compliant with this regulation. 1280: Facility Sanitation, Safety, and Maintenance: As a part of the regulation, the facility administrator shall develop written policies and procedures for the maintenance of an acceptable level of cleanliness, repair, and safety throughout the facility. Such a plan shall provide for a regular schedule of housekeeping tasks and inspections to identify and correct unsanitary or unsafe conditions or work practices that may be found. BSCC staff entered A Pod to confirm cleanliness conditions on the pod. The pod appeared to be clean and in good condition. The floor was clean, and the cells were well organized and clear of debris. After reviewing the cleaning schedule and walking the facility, BSCC staff confirmed that the agency is compliant with this regulation.
