Initial Inspection Report 2023-2024 Biennial Inspection Cycle Date of Exit Briefing: 6/29/2023 Inspection Type: Comprehensive County: Plumas Facility Name(s): Plumas County Jail BSCC #(s): 3880 BSCC Type: II Facility Representatives: Commander Clark and Correctional Sergeant Hermann BSCC Field Representative: Dale Miller Corrective Action Plan Required? YES DATE CAP DUE TO BSCC: 7/29/2023 Current Items of Noncompliance Title 15. Section Description A sufficient number of personnel shall be employed in each local detention facility to ensure the implementation and operation of the programs and activities required by these regulations. Whenever one or more females are in custody, there shall be at least one female employee who shall be immediately available and accessible to such females. Note: Reference PC§ 4021. § 1027. Number of Personnel As of the inspection, jail staff is working 12-hour shifts, 4 days a week, to meet minimum requirements. Operating with 52% of budgeted positions in the facility. Although meeting minimum requirements through use of overtime, there are only 3 female correctional staff assigned to the facility which does not meet the requirement of having trained female staff available to females that are in custody. (f) A documented process by which safety checks are reviewed at regular defined intervals by a supervisor or facility manager, including methods of mitigating patterns of inconsistent documentation, or untimely completion of, safety checks. § 1027.5 Safety Checks At time of the inspection, the manual does not include a documented process by which safety checks are reviewed at regular intervals by supervisors and that review is logged. Facility administrator(s) shall develop and publish a manual of policy and procedures for the facility. The § 1029. Policy and Procedures Manual policy and procedures manual shall address all applicable Title 15 and Title 24 regulations and shall Plumas County Initial Inspection Report Page 2 Title 15. Section Description be comprehensively reviewed and updated at least every two years. The current manual being used in the jail facility is dated April 10, 2018. The facility administrator of a Type II or III facility shall develop written policies and procedures for a minimum of 10 hours of out of cell time distributed over a period of seven days to include: (1) An opportunity for 3 hours of exercise and § 1065. Exercise and Recreation (2) An opportunity for 7 hours of recreation The documentation of exercise and recreation is not clear and is not recording dates and times when out of cell time is offered and refused by administrative separated persons in custody. Technical Assistance Provided BSCC staff provided examples of forms and a sample corrective action plan (CAP). Additional Information BSCC staff walked through the site of new jail construction that is currently 35-40% complete. New facility is located adjacent to the current facility.
