YES DATE CAP DUE TO BSCC: 11/7/2025 Current Items of Noncompliance Title 15. Section Description § 1027. Number of Personnel. A sufficient number of personnel shall be employed in each local detention facility to ensure the implementation and operation of the programs and activities required by these regulations. This is the first comprehensive inspection for Plumas county in this newly built and populated facility. BSCC reviewed the current staffing matrix and found § 1027. Number of Personnel there to be an average of one vacant position per shift. Based on the deficiencies noted in section 1027.5 Safety Checks listed below, the current staffing levels may not be adequate to meet the requirements of this section for this facility. Plumas County staff advised they are working on different staffing models and deployment strategies to correct this issue. § 1027.5 Safety Checks. The facility administrator shall develop and implement policy and procedures for conducting safety checks that include, but are not limited to, the following: § 1027.5 Safety Checks (b) There shall be no more than a 60-minute lapse between safety checks. BSCC staff noted several instances of safety checks exceeding the 60-minute requirement Sheriff’s policy for this section is not current with Title § 1028. Section Description advised the policy changes are sitting with Plumas County Counsel pending review and approval. Sheriff’s policy for this section is not current with Title 15 revisions effective 7/1/2024. BSCC staff was § 1046. Death in Custody advised the policy changes are sitting with Plumas County Counsel pending review and approval. § 1055. Use of Safety Cell. The facility administrator, in cooperation with the responsible physician, shall develop written policies and procedures governing safety cell use and may delegate authority to place an incarcerated person in a safety cell to a physician. § 1055. Use of Safety Cell This is the first policy review for this new facility and while some of the individual components of Section 1055 are present within other policies, there is no section covering regulations relating to the use of a safety cell. § 1073. Grievance Procedure. (a) Each administrator of a Type II, III, or IV facility and Type I facilities which hold incarcerated workers shall develop written policies and procedures whereby all incarcerated persons have the opportunity and ability to submit and appeal grievances relating to any conditions of confinement, including but not limited to: medical care; classification actions; disciplinary actions; program participation; telephone, mail, and visiting procedures; and food, clothing, and bedding. Such policies and § 1073. Inmate Grievance Procedure procedures shall include: 3) a process for submission and handling of anonymous grievances; During the inspection it was observed that sheriff’s staff are trying to handle complaints at the lowest level and effectively limiting the number of grievance forms being submitted and tracked. There is also no process for grievances to be submitted anonymously or confidentially.
