March 5, 2026 Chad Bianco, Sheriff-Coroner Riverside County Sheriff’s Office 4095 Lemon Drive Riverside, CA 92501 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, COIS BYRD DETENTION CENTER Dear Sheriff Bianco, An Unannounced Inspection of the Riverside County Sheriff's Office was completed for the following facility on February 13, 2026: FACILITY NAME BSCC # FACILITY TYPE Cois Byrd Detention Center 3930 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Title 15, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate: §1260 STANDARD INSTITUTIONAL CLOTHING Board of State and Community Corrections (BSCC) staff inspected the inventory of standard issue clothing which was clean and free of holes and tears. BSCC staff determined that the agency was compliant with this regulation. §1265 ISSUE OF PERSONAL CARE ITEMS BSCC staff inspected the inventory of personal care items provided to each individual housed in the facility. All items provided meet the requirements under this regulation. §1270 STANDARD BEDDING AND LINEN BSCC staff inspected the inventory of standard bedding. Individuals being housed are provided with a mattress cover, sheet, towel, and wool blanket prior to housing. BSCC staff determined that the agency was compliant with this regulation. We identified no items of noncompliance with Title 15 Minimum Standards.
