Section Description In court holding, temporary holding, Type I, Type II and Type II facilities there shall be an inmate- or sound-actuated audio monitoring system in temporary holding cells or rooms, temporary staging cells or rooms, sobering cells, safety cells, single and double occupancy cells, dormitories, dayrooms, exercise areas and correctional program/multipurpose space, which is capable of alerting personnel 1231.2.22 Audio monitoring system who can respond immediately. During the on-site inspection conducted by BSCC staff, it was noted that the holding cells adjacent to the courtrooms do not contain audio monitoring systems, either inmate activated or voice activated, alerting staff in the event of an emergency. Technical Assistance Provided BSCC staff provided remediation options including disengaging the security locks on cell doors thereby repurposing the cells as restroom facilities only.
