The following facilities were inspected on Thursday, September 26 and Friday, September 27, 2024: FACILITY NAME BSCC # FACILITY TYPE Main Jail 4070 II Rio Cosumnes Correctional Center (RCCC) 4080 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS We identified no items of noncompliance with Title 15 Minimum Standards. We identified items of noncompliance with Title 24 Minimum Standards at both the Main Jail and Rio Cosumnes Correctional Center. The following Title 24 items of noncompliance were identified at the Main Jail: 1231.2.7 Double-Occupancy Cells Each double-occupancy cell shall have at least one seat. There was no seating in the double-occupancy cell. Each double-occupancy cell shall have at least one desk. There was no desk in four cells on the 3rd floor, East 100 pod. 1231.2.22 Audio Monitoring System Each holding or housing area shall have an occupant or sound-actuated audio monitoring system. The first floor booking area cells did not have a working audio monitoring system. The following Title 24 items of noncompliance were identified at the Rio Cosumnes Jim Cooper Sheriff Page 2 Correctional Center: 1231.2.8 Dormitories Due to the occupancy rate, the following dormitories do not provide 50 square feet of floor space per incarcerated person: B, J, and K. The following dormitories exceeded the maximum capacity of 64 occupied bunks at the time of the inspection: B, G, H, J, and K. The following dormitories exceeded the 1:10 (incarcerated person to toilet) ratio at the time of inspection: KBF South 600 (61); JKF North 200 (61) and North 600 (63). 1231.3.4 Showers The following dormitories exceeded the 1:20 (incarcerated person to shower) ratio at the time of inspection: KBF South 200 (59), South 300 (62), and South 600 (61); JKF North 200 (61), North 500 (42), and North 600 (63). 1231.2.22 Audio Monitoring System Each holding or housing area shall have an occupant or sound-actuated audio monitoring system. There was no audio monitoring in Male Booking. Refer to the Physical Plant Evaluation and Living Area Space Evaluation attachments for information related to Rated Capacity. An Exit Briefing with your staff was held on Friday, October 11, 2024, for RCCC and on Monday, October 21, 2024, for the Main Jail. BSCC staff presented an inspection overview and discussed technical assistance and best practice recommendations.
