FACILITY
Dear Sheriff Taylor:
The 2023-2024 Unannounced Inspection of the San Benito County Sheriff's Office has
been completed. The following facility was inspected on Tuesday, October 3, 2023:

This unannounced inspection was conducted pursuant to Penal Code Section 6031 to
determine compliance with the Minimum Standards for Local Detention Facilities as
outlined in Titles 15, California Code of Regulations.
The inspection consisted of a site visit, and inspection of documentation supporting
compliance efforts. In attendance at the inspection were Commanders Mike Kirschmann
and Tom Corral. Though the Commanders did not know the areas to be reviewed prior to
the inspection, all documentation requested was readily available.
The Comprehensive Inspection for the 23-24 cycle was conducted in early February 2023
and documentation reviewed at that time was for the last quarter of 2022 and January
2023. This unannounced inspection included a documentation review of items that
occurred since the comprehensive inspection. The following regulations and supporting
documentation were reviewed: 1027.5 Safety Checks; 1032 Fire Suppression
Preplanning; 1055 Use of Safety Cell; and 1056 Use of Sobering Cell.
INSPECTION RESULTS
1027.5 Safety Checks
A review of several weeks of documented safety checks was conducted. Safety checks
were conducted as identified in Title 15 Regulations and are compliant.

1032 Fire Suppression Preplanning
Monthly fire and life safety inspections conducted by facility staff were conducted
routinely and are compliant with Title 15 Regulations.
1055 Use of Safety Cell
The safety cell is used sparingly, and the documentation provided identified that direct
visual observation of incarcerated persons occurs at the rate of twice every 30 minutes
with no more than a 15-minute lapse between safety checks. This is compliant with
Title 15 regulations.
1056 Use of Sobering Cell
A review of sobering cell documentation identified that direct visual observations of
incarcerated persons are conducted no less than every half hour. This is compliant with
Title 15 Regulations.
CORRECTIVE ACTION PLAN
During the unannounced inspection for Title 15, Minimum Standards for Local Detention
Facilities, no items of noncompliance were identified. No corrective action plan is
required.
