Dicus, Sheriff-Coroner San Bernardino County Sheriff’s Department 655 East Third Street San Bernardino, CA 92415-0061 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SAN BERNARDINO COUNTY SHERIFF’S DEPARTMENT DETENTION FACILITY Dear Sheriff Dicus: An Unannounced Inspection of the San Bernardino County Sheriff's Department was completed for the following facility on Wednesday, April 30, 2025: FACILITY NAME BSCC # FACILITY TYPE Central Detention Center 4220 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate continued compliance with specific portions of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detention Facilities. This consisted of a site visit, interviews with administration staff, and a walkthrough of the intake area along with a few housing corridors. §1027.5 Safety Checks: Live safety check documentation logs were reviewed to ensure there were no lapses between hourly safety checks, and the safety checks were being conducted randomly or in varied intervals. Per the documentation of the areas reviewed, compliance was met with these portions of the regulation. §1260 Standard Institutional Clothing: BSCC staff conducted an inspection of clothing provided to incarcerated persons during the intake process. All issued and exchanged clothing shall be clean and free from holes or tears. The facility was compliant with this portion of the regulation. Shannon D. Dicus Sheriff-Coroner Page 2 §1263 Clothing Supply: The regulation requires that there shall be a quantity of clean clothing, bedding, and linen available for actual and replacement needs of the population. BSCC staff verified the facility had a sufficient supply of these items. §1265 Issue of Personnel Care Items: This regulation requires that each menstruating person shall be provided with sanitary napkins, panty liners, and tampons as requested, with no maximum allowance. Although the facility only processes female incarcerated persons for transfer and does not house them, BSCC staff verified that these personal care items are readily available, and an additional stock exists in the event more items are needed. BSCC staff also verified that each person who is held over 24 hours and is unable to supply themselves with the following personal care items because of either indigency or the absence of a canteen shall be issued: a toothbrush, dentifrice, soap, a comb, and shaving implements are provided as standard practice. Regardless of being indigent, all incarcerated persons are provided with these personal care items along with mailing envelopes for correspondence. §1270 Standard Bedding and Linen Issue: The standard issue of clean, suitable bedding and linens for each incarcerated person Entering a living area that is expected to remain overnight shall include, but not be limited to: (a) one serviceable mattress that meets the requirements of Section 1272 of these regulations; (b) one mattress cover or one sheet; (c) one towel; and, (d) one blanket or more, depending upon climatic conditions. BSCC staff observed these items being distributed during the intake process. §1271 Bedding and Linen Exchange: BSCC staff also inspected the facility’s mattress supply, ensuring they are free of holes and tears. Per the regulation, Mattresses with holes, tears, or that lack sufficient padding shall be replaced upon request. The facility is stocked with sufficient mattresses for issuance and replacement needs. Damaged mattresses are kept separately, cleaned, and sent back to the contracted provider for repairs. 4220 San Bernardino SHRF Central Detention Center II UI LTR 25-26 Shannon D. Dicus Sheriff-Coroner Page 3 §1280 Facility Sanitation, Safety, and Maintenance The facility administrator shall develop written policies and procedures for the maintenance of an acceptable level of cleanliness, repair, and safety throughout the facility. All areas the BSCC staff encountered during the walkthrough were in sanitary conditions.
