Dicus, Sheriff-Coroner San Bernardino County Sheriff’s Department 655 East Third Street San Bernardino, CA 92415-0061 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SAN BERNARDINO COUNTY SHERIFF’S OFFICE – CENTRAL AND WEST VALLEY DETENTION CENTERS Dear Sheriff Dicus: An Unannounced Inspection of the San Bernardino County Sheriff's Office was completed for the following facilities on Monday, December 8, 2025: FACILITY NAME BSCC # FACILITY TYPE Central Detention Center 4220 II West Valley Detention Center 4362 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspections was to evaluate continued compliance with §1030 Suicide Prevention (b),(e), and (i), §1032 Fire Suppression Preplanning (b), §1045 Public Information Plan, §1052 Behavioral Crisis Identification, §1063 Correspondence (e), §1211 Sick Call, §1267 Hair Care Services, and §1280 Facility Sanitation, Safety, and Maintenance of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities. The Unannounced Inspections consisted of a site visit, interviews with administration and health staff, ensuring proper documentation material for the Public Information Plan was available in the visit lobbies, and walkthroughs of intake/booking areas and random housing areas while inspecting cleanliness and repair/maintenance needs. A few plumbing issues arose during the walkthrough of random housing areas. Some issues had already been addressed with maintenance requests prior to the inspection, and maintenance requests were created during the walkthrough. None of the issues were severe enough to compromise the health or safety of the incarcerated individuals. Shannon Dicus Sheriff Page 2 BSCC staff also conducted interviews with health staff regarding intake screening for suicide risk, housing recommendations for people at risk of suicide, and the process of multidisciplinary administrative reviews for suicide attempts and attempted suicides. Administrative staff advised that there are multiple evaluations conducted by health staff at each facility during the intake process in addition to the mental health evaluation for each incarcerated person. All this is taken into consideration for proper housing and treatment. BSCC staff also verified compliance for several other portions of Title 15. Administrative staff provided two years’ worth of monthly fire inspections by facility staff to indicate compliance for §1032 – Fire Suppression Preplanning, section b. Per §1211 – Sick Call, sick call lists were provided for review and indicated sick call is conducted on a daily basis. If, for any reason, an incarcerated person is not seen for that specific day, they are rescheduled to the following scheduled sick call list. Incarcerated persons are required to receive hair care services (§1267 – Hair Care Services). Each facility provided lists for those requesting and receiving hair care services for the past six months. Per §1063 – Correspondence, BSCC staff verified incarcerated persons who are without funds are provided with at least four postage-paid envelopes and eight sheets of paper each week to permit correspondence with family members and friends, but without limitation on the number of postage-paid envelopes and sheets of paper to their attorney and to the courts. BSCC staff found no items of noncompliance with the aforementioned Title 15 Minimum Standards at either facility.
