May 28, 2024 Shannon D. Dicus, Sheriff San Bernardino Sheriff’s Department High Desert Detention Center 9438 Commerce Way Adelanto, CA 92301 2024 UNANNOUNCED INSPECTION, PENAL CODE 6031, OF THE SAN BERNARDINO SHERIFF OFFICE’S HIGH DESERT DETENTION CENTER (TYPE II FACILITY) Dear Sheriff Dicus, On April 22, 2024, the Board of State and Community Corrections (BSCC) staff conducted an unannounced inspection of the High Desert Detention Center (HDDC), pursuant to Penal Code section 6031(b). The focus of the unannounced inspection was to verify continued compliance with §1027.5 (c) Safety Checks of Safety Cells, §1055 Use of Safety Cell, §1260 Standard Institutional Clothing, and §1265 Issue of Personnel Care Items in Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities. BSCC INSPECTION Title 15 CCR, Minimum Standards With the assistance of your Administrative Support Unit along with Captain Jesse Venegas and Sgt. Scott K. Hamilton, the inspection consisted of a site visit, reviews of observation logs for safety cell placements, interviews with custody staff, walkthroughs of the intake area, inspections of issued clothing, and the issuance of personal care items to include sanitary napkins, panty liners, and tampons for menstruating persons. During the onsite inspection, we found no items of noncompliance with Title 15 of the CCR, Minimum Standards for Local Detentions Facilities section. BSCC staff also noticed more personnel was added to accomplish your mission, specifically the availability of mental health staff in intake, a lieutenant and four sergeants to manage the line staff, and a fifth sergeant assigned to Sgt. Hamilton to ensure quality assurance for Title 15 requirements and preparation for all inspections by any entity. CORRECTIVE ACTION PLAN (CAP) No items of noncompliance were identified during the unannounced inspection for Title 15 of the CCR, Minimum Standards for Local Detention Facilities.
