San Diego, CA 92123 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SAN DIEGO COUNTY DETENTION FACILITY Dear Sheriff Martinez: An Unannounced Inspection of the San Diego County County Sheriff's Office was completed for the following facility on Thursday, April 3, 2025: FACILITY NAME BSCC # FACILITY TYPE South Bay Detention Facility (SBDF) 4420 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate compliance with Title 15, Minimum Standards for Local Detention Facilities. We identified no items of noncompliance with Title 15 Minimum Standards. Lt. Carson and Sgt. Murillo provided additional information for the following Title 15 regulations during the inspection: 1027 Number of Personnel: Whenever there are incarcerated persons within the jail, all detention staff are available in case of an emergency. Staff members are assigned to specific positions and are responsible for the care of those persons housed in that area. Lt. Carson stated that it was extremely rare to cancel, among other things, any programs, safety checks, or medical evaluations. A staff roster was provided which identified four teams of staff members, including those on different types of leave status and facility administrators. Since no female incarcerated persons are housed at this facility, there were no female staff members at that time, however, Kelly Martinez Sheriff Page 2 there have been female staff members assigned to this facility in the past. This meets compliance with Title 15. 1027.5 Safety Checks: Safety checks were made within 60 minutes and performed randomly. The date, time, location, and identification of personnel conducting the check are identified. Should a deputy conduct a late check, they are to notify their supervisor and indicate a reason for the late check. Supervisors then document the reason for the late check. Supervisors are also required to review the logs twice each shift to review safety checks to ensure compliance. The safety checks they determine do not meet the regulations are identified and reviewed. The sergeant then notifies the deputy of the late check. Documentation of all safety checks is maintained in the Sheriff’s Office JIMS system. This meets compliance with Title 15. 1028 Fire and Life Safety Staff: Initial training is conducted at the Corrections Academy and continued biennially thereafter. Each deputy is certified in C.P.R., A.E.D. use, and First Aid. This is certified by the American Medical Association. They are also trained in the use of the Ambu bag. Copies of the certificate are maintained at the training bureau. Each deputy is provided with a C.P.R. mask for their belt so they can easily access it during an emergency. Once C.P.R. is begun, the staff member continues with it until either too tired to continue and relieved by another person or by medical professionals. During emergency events, the entire area is reviewed for safety prior to beginning C.P.R. This meets compliance with Title 15. 1029 Policy and Procedures Manual: The Policy and Procedures Manual is officially updated yearly, the last update occurred on 01/29/2025. Additional changes may occur throughout the year, based on changes in Title 15 or Title 24 Regulations, or agency practices. Copies of the Policy and Procedures Manual can be found on the agency website. The manual maintains policies ranging from the organizational structure, counts, contraband, natural disturbances, emergencies, and suicide prevention, to Prison Rape Elimination Act policies. San Diego County Sheriff’s Office has a division assigned to maintain current and accurate policies for the agency. This meets compliance with Title 15. 1030 Suicide Prevention Program: This facility does not accept new arrests; only those transferred from other facilities are accepted. The Classification Unit based at the Central Jail determines who is transferred to this facility. Those incarcerated persons who have known suicidal tendencies are not sent to or accepted at this facility. Should a person currently housed at this facility display suicidal tendencies, then additional steps are taken depending on the severity of the ideation. Those who are in an active suicide attempt are immediately addressed by medical staff (except during nighttime 4420 San Diego SHRF SBDF II UI LTR 25-26 Kelly Martinez Sheriff Page 3 hours) and transported by ambulance to the nearest hospital. Those incarcerated persons who have thought of suicide can be transferred to another facility that has 24-hour medical care for assessment. Annual suicide prevention training is conducted annually. This meets compliance with Title 15. 1032 Fire Suppression Preplanning: Chula Vista Fire Department conducts annual inspections of both this facility and the adjacent court building. Fire Safety Inspections conducted by facility staff are conducted monthly for the entire facility, plus air packs must be checked and documented by each shift. A Tactical Equipment Daily Check List is also completed. Safety areas are identified in the case of evacuation. Should there be a need for emergency housing, the facility works in concert with the Classification unit to help determine appropriate housings for each incarcerated person. An Exit Briefing with Lt. Carson and Sgt.
