San Diego, CA 92123 COUNTY OF SAN DIEGO COUNTY SHERIFF’S ROCK MOUNTAIN DETENTION FACILITY BSCC PLAN REVIEW NUMBER 073-4432.01 / REMODEL Dear Sheriff Martinez, The Board of State and Community Corrections (BSCC) was informed that the Rock Mountain Detention Facility has corrected the outstanding noncompliant items discovered during the June 06, 2023, Pre-Opening Inspection of House 1. The inspection identified noncompliance in the following areas: Title 24, Section 6. Design requirements. (2) Suicide hazards. Architectural plans shall be reviewed by the Board for the purpose of reducing hazards posed by fixtures and equipment which could be used for an act of suicide by an inmate. The facility design shall avoid any surfaces, edges, fixtures, or fittings that can provide an attachment for self-inflicted injury. The following features shall be incorporated in the design of temporary holding cells, temporary staging cells sobering cells, safety cells, single occupancy cells and any other area where an inmate may be left alone: 1. Cell light fixtures need security caulking to prevent ligature points. 2. The inside portion of the door to the restroom in the program room currently has a handle to which a ligature can be attached. The handle must be changed before use of this room. Title 24, Section 6. 1231.3 Design criteria for furnishings and equipment., 1231.3.4 Showers. “…Shower areas shall provide modesty for inmates with staff being able to visually supervise.” 1. The showers on both levels in all units need to provide modesty, with staff being able to supervise visually. There are solid metal panels in front of the showers to prevent viewing from the dayroom. However, there is no modesty when agency staff performs hourly safety checks. BSCC staff also noted there were several loose and/or missing screws in light fixtures that require repair before populating units A, B, and C of House 1. Photographs were provided and policies amended that identify these noncompliant issues have been corrected to the satisfaction of Title 24, Minimum Standards for Local Detention Facilities. Lt. Binsfield Kelly Martinez Sheriff Page 2 informed the BSCC the tentative date for populating Module 1 at the Rock Mountain Detention Facility is July 08, 2023. Attached, you will find a Living Area Space Evaluation that identifies all living areas and provides a Rated Capacity of 200; this Rated Capacity includes only House 1 at this time. A Physical Plant Evaluation is also attached which outlines the Title 24 requirements for the design of this facility. Please have your staff notify me when your agency is ready to have a preopening inspection of Houses 2 and 3 at the Rock Mountain Detention Facility.
