San Diego, CA 92123 2023-2024 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SAN DIEGO COUNTY, ROCK MOUNTAIN DETENTION FACILITY Dear Sheriff Martinez: The 2023-2024 Unannounced Inspection of the San Diego County Sheriff's Department, Rock Mountain Detention Facility has been completed. Lieutenant Mike Binsfield was able to meet with me and the following facility was inspected on Friday, March 1, 2024: FACILITY NAME BSCC # FACILITY TYPE Rock Mountain Detention Facility 4432 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition, Board of State and Community Corrections (BSCC) staff conducted compliance monitoring pursuant to Welfare and Institutions Code Section 209(f) and the federal Juvenile Justice and Delinquency Prevention Act (JJDPA). During this inspection, we reviewed several sections of agency policies and Title 15 Regulations to verify compliance. INSPECTION RESULTS We identified no items of noncompliance with Title 15 Minimum Standards. Refer to the attached Title 15 Procedures Checklist for detailed information. 1027.5 Safety Checks Safety checks were compliant. Interviews with staff indicated that an additional safety check is also performed during pill calls. 1062 Visiting Information from staff indicated that there are two forms of visitation available to incarcerated persons: in-person visitation and video visitation. Kelly Martinez Sheriff Page 2 1069 Orientation Only incarcerated persons transferred from other San Diego County Sheriff’s Department facilities are accepted at this facility. Upon reception, incarcerated persons are provided a brief overview of the rules and regulations. Additionally, the rules and regulations are available for all to view on the kiosks. 1211 Sick Call Staff from medical services stated that several types of sick calls are made daily. Sick call requests are triaged to determine the level of care and then assigned to either a Nurse’s sick call or a Nurse Practitioner’s sick call. Emergent care is provided at all hours of the day. 1260 Standard Institutional Clothing A review of the clothing provided to incarcerated persons was reviewed.
