May 6, 2025 Bill Brown, Sheriff-Coroner Santa Barbara County Sheriff’s Office 4436 Calle Real Sata Barbara, CA 93110 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SANTA BARBARA COUNTY MAIN JAIL Dear Sheriff Brown: An Unannounced Inspection of the Santa Barbara County Sheriff's Office was completed for the following facility on Thursday, April 17, 2025: FACILITY NAME BSCC # FACILITY TYPE Main Jail 5000 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate continued compliance with §1260 Standard Institutional Clothing, §1263 Clothing Supply, §1265 Issue of Personnel Care Items, §1271 Bedding and Linen Exchange, and §1280 Facility Sanitation, Safety, and Maintenance of Title 15 of the California Code of Regulations (CCR), Minimum Standards for Local Detentions Facilities. The Unannounced Inspection consisted of a site visit, interviews with administration staff, walkthrough of the intake area, an inspection of clothing provided during the intake process to ensure they are clean and free from holes and tears, and verification that there is a quantity of clean clothing, bedding, and linen available for actual and replacement needs. BSCC staff conducted an inspection of mattresses, ensuring they are free of holes and tears. The facility is stocked with sufficient mattresses for issuance and replacement needs. BSCC staff also inspected personal care items, initially provided during the intake process, to include a toothbrush, dentifrice, soap, and a comb. In addition, BSCC staff also verified the availability of personal care items to include sanitary napkins, panty liners, and tampons for each menstruating person. During the inspection, it was noted that all areas of the walkthrough were in sanitary conditions. BSCC staff found no items of noncompliance with Title 15 Minimum Standards.
