March 18, 2025 Bill Brown, Sheriff-Coroner Santa Barbara County Sheriff’s Office 4436 Calle Real Santa Barbara, CA 93110 2023-2024 COMPREHENSIVE INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SANTA BARBARA SHERIFF’S OFFICE DETENTION FACILITIES Dear Sheriff Bill Brown: The 2023-2024 Comprehensive Inspection of the Santa Barbara County Sheriff's Office court holding facilities have been completed. A pre-inspection briefing was held on Thursday, June 6, 2024, and the following facilities were inspected between Monday, November 18, 2024 through Wednesday, November 20, 2024 (o nsite) and Tuesday, March 4, 2025 (completion of documentation review): FACILITY NAME BSCC # FACILITY TYPE Santa Barbara Superior CH 5015 CH Lompoc Court Holding Facility 5065 CH Santa Maria Superior Court Holding Facility 5070 CH These inspections were conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition to inspection(s) by the Board of State and Community Corrections (BSCC), inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). The results of those inspections are considered a part of this report. INSPECTION RESULTS We identified the following items of noncompliance with Title 15 Minimum Standards, at all three facilities inspected by BSCC staff: § 1029. Policy and Procedures Manual: • Each facility administrator shall, at least annually, review, evaluate, and make a record of security measures. The review and evaluation shall include internal and external security measures of the facility including security measures specific to prevention of sexual abuse and sexual harassment. Fire Suppression Preplanning: • Pursuant to Penal Code Section 6031.1(b), the facility administrator shall consult with the local fire department having jurisdiction over the facility, with the State Fire Marshal, or both, in developing a plan for fire suppression which shall include, but not be limited to: (c) fire prevention inspections as required by Health and Safety Code o Section 13146.1(a) and (b) which requires inspections at least once every two years BSCC staff could not verify compliance as a fire prevention inspection report by the State Marshal or local fire department was not available for review.
