Johnson, Sheriff Shasta County Sheriff’s Office 300 Park Marina Circle Redding, CA 96001 2024 TARGETED INSPECTION, PENAL CODE 6031, WELFARE & INSTITUTION CODE 209 SHASTA COUNTY TYPE II FACILITY Dear Sheriff Johnson: The 2024 Targeted Inspection of the Shasta County Sheriff's Office Main Jail has been completed. A pre-inspection briefing was conducted on Wednesday, January 26, 2024, and jail inspection was completed on April 12, 2024. FACILITY NAME BSCC # FACILITY TYPE Shasta County Main Jail 5360 II The inspection was performed pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. In addition, Board of State and Community Corrections (BSCC) staff conducted compliance monitoring pursuant to Welfare and Institutions Code Section 209(f) and the federal Juvenile Justice and Delinquency Prevention Act (JJDPA). In addition to the inspections by the BSCC, inspections are also required annually by the County Health Officer and biennially by the State Fire Marshal or an authorized representative (Health and Safety Code Sections 101045 and 13146.1). The results of those inspections are considered a part of this report. INSPECTION RESULTS On the day of inspection, we identified one item of noncompliance with Title 15 Minimum Standards. § 1032. Fire Suppression Preplanning The agency is noncompliant with this regulation due to not having an updated fire inspection conducted by 3/14/2024. The facility's last biennial fire inspection was completed on 3/14/2022. The agency was able to correct the noncompliance issue on 4/16/2024 by having the local fire authority inspect the facility. Note: Historical information from archives added during the 2010-2012 inspection: On 11/29/1984 a variance was granted to add a second bunk to 80 single cells increasing the RC from 240 to 320. On 11/20/1991, the field rep reported a pilot project was initiated raising the RC from 344 to 368. On 3/30/1992, a special request to the BOC was granted increasing the RC to 381. 2016-18 inspection – Further research has established that the BOC's 3/30/92 approval to raise the RC to 381 was based on the application of the 1976 Title 24 regulations. These regulations required 1) dayroom area of 25 square feet of floor space per inmate and 2) one shower for every 16 inmates. This approval allowed a maximum capacity of 32 inmates in each pod and Pod C would remain at an RC of 20. As a result, in the "Applicable Standards" column, reference to the 1988 standards has been removed and replaced by 1976. (20-22 Inspection: MC-4 had one bunk bed (2 bunks) while MC-7 had one bed. 1988 version of Title 24 applied. MC-4 meets regulations for housing 2 inmates, but a bunk bed is not recommended for the medical area.
