Johnson, Sheriff Shasta County Sheriff’s Office 300 Park Marina Circle Redding, CA 96001 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SHASTA COUNTY DETENTION FACILITY Dear Sheriff Johnson: An Unannounced Inspection of the Shasta County Sheriff's Office was completed for the following facility on Thursday, May 14, 2025: FACILITY NAME BSCC # FACILITY TYPE Shasta Main Jail 5360 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate daily housing unit operations within the Shasta Main Jail Facility. 1073: Grievance Procedures: Board of State and Community Corrections (BSCC) staff went onto a housing unit to confirm equal access to the grievance system for those housed on that unit. BSCC staff spoke with incarcerated individuals who confirmed that grievances can be submitted without delay. They also confirmed that they receive responses in a timely manner. While on the housing unit, several incarcerated individuals spoke with Lieutenant Danis regarding facility questions. Lieutenant Danis took time to answer each question, and the incarcerated individuals appeared to be satisfied with the response they received. The agency appears to be compliant with this regulation. 1260: Standard Institutional Clothing: As a part of this regulation, all issued and exchanged clothing shall be clean and free of holes or tears, reasonably fitted, durable, and easily laundered and repaired. Undergarments shall be clean, free of holes or tears, and substantially free of stains. Individuals shall be able to select the garment type more compatible with their gender identity and gender expression. During the on-site inspection, BSCC staff went into the Michael L. Johnson Sheriff Page 2 facility’s laundry area and inspected the issued clothing, undergarments, and linen. They were clean, free of holes and tears, and no stains were noticed. The facility is compliant with this regulation. 1280: Facility Sanitation, Safety, and Maintenance: As a part of the regulation, the facility administrator shall develop written policies and procedures for the maintenance of an acceptable level of cleanliness, repair, and safety throughout the facility. Such a plan shall provide for a regular schedule of housekeeping tasks and inspections to identify and correct unsanitary or unsafe conditions or work practices which may be found. BSCC staff entered the facility and noticed that several areas are closed due to ongoing maintenance and improvements to the housing units and security monitoring of the incarcerated population. After walking the facility, BSCC staff confirmed that the agency is compliant with this regulation.
