Jeremy Huff BSCC Field Representative: Traci Kessler Corrective Action Plan Required? NO DATE CAP DUE TO BSCC: N/A Current Items of Noncompliance Title 15. Section Description At a minimum, all supervisors of and personnel who supervise incarcerated persons in a Court Holding or Temporary Holding facility shall complete eight hours of specialized corrections training. Such training shall include, but not be limited to: (a) applicable minimum jail standards; (b) jail operations liability; (c)separation of incarcerated persons; (d) emergency procedures and planning, fire and life safety; and; § 1024. Court Holding and Temporary (e) suicide prevention; Holding Facility Training (f) de-escalation; (g) juvenile procedures; (h) racial bias; and, (i) mental illness. At the time of the on-site inspection, Vallejo Police Department (VPD) was found non-compliant on training requirements due to the lack of training provided. BSCC staff was made aware that the VPD training sergeant is in the process of contracting with an outside training provider to conduct staff training. Whenever there is a person in custody, there shall be at least one person on duty at all times who meets the § 1028. Fire and Life Safety Staff training standards established by the Board for general fire and life safety. [Penal Code section 6030(c)]. Section Description Non-compliance is based on the July 2024 Fire Inspection conducted by the Vallejo Fire Department Fire Prevention Division where they found VPD non- compliant with the training requirement. (b) monthly fire prevention inspections by facility staff with two-year retention of the inspection record; § 1032. Fire Suppression Preplanning BSCC staff made a determination of non- compliance due to the lack of monthly fire inspections conducted within the facility.
