Modesto, CA 95358 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, STANISLAUS COUNTY DETENTION FACILITIES Dear Sheriff Dirkse: An Unannounced Inspection of the Stanislaus County Sheriff's Office was completed for the following facility on Wednesday, October 15, 2025: FACILITY NAME BSCC # FACILITY TYPE REACT Center 5735 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS We identified no items of noncompliance with Title 15 or Title 24 Minimum Standards for either facility. For detailed information, refer to the attached Procedures Checklist, Physical Plant Evaluation, and Living Area Space Evaluation. Sgt. McDougal, Sgt. Ballard and Sgt. Johnson all provided information regarding the policies and practices of the Sheriff’s Office. The following regulations were reviewed: 1032 Fire Suppression Preplanning: A copy of the recently completed fire inspection, conducted by the City of Modesto Fire Department, was provided. This fire inspection is valid for two years and keeps the facility in compliance. While on-site, I was able to review monthly fire prevention inspections conducted by facility staff. A large binder containing several years of monthly inspections was presented for review. This meets compliance with Title 15. Jeff Dirkse Sheriff-Coroner Page 2 1065 Exercise and Out of Cell Time: This facility has an expansive yard for those incarcerated to share using a schedule. The exercise area had a ping-pong table, a basketball court, and exercise equipment available for use. Handwritten documentation is maintained as well as electronically in the computer system. A review of the times each housing area was in the yard was completed and found to be at least three hours per week. All housing areas are considered dormitory housing, so the incarcerated persons have free access to the dayroom for out-of-cell time. There are specific times when access to the dayroom is restricted due to cleaning and count. Sufficient out-of-cell time and exercise time is provided to ensure compliance with this regulation. 1070 Individual/Family Service Programs: For this regulation, I was provided with a copy of a PowerPoint presentation that included information from 2023-2024 regarding recidivism. Based on the programming that incarcerated persons successfully completed at the REACT facility, their recidivism rate was 49 points lower than in other facilities on campus. A myriad of Cognitive Behavioral Therapy classes, self-improvement, and vocational training are provided. A Veterans module also provides classes regarding specific issues relating to their maladies. Partners providing areas of study include Learning Quest, Leaders in Community Alternatives (LCA), Modesto Junior College, Behavioral Health Reintegration Services, Stanislaus County Office of Education, and the American Community Corrections Institute. While I was conducting my unannounced inspection, several classes were in session, each with large numbers of people attending. This area is compliant with Title 15. 1073 Grievance Procedure: It was learned that there are not many grievances filed by incarcerated persons at this facility. I was provided with grievances from May 2025 until the date of inspection; there were five grievances. All were answered in a sufficient amount of time and directly addressed the issue grieved. Your agency has also been found to be compliant with this regulation 1270 Standard Institutional Clothing: A review of the clothing was conducted during this unannounced inspection. The clothing appeared to be clean and organized. Staff informed me that when they encounter soiled clothing, it is processed differently to ensure it can be cleaned and discarded if necessary. Attempts to repair/sew garments are done first; if they cannot be repaired/sewn, they are discarded. This is compliant with Title 15. I spoke with the three Sergeants on the same day as the unannounced inspection and informed them of my overall assessment of this inspection and that I found no items of noncompliance.
