2024 UNANNOUNCED INSPECTION, PENAL CODE 6031, SUTTER COUNTY JAIL
TYPE II
Dear Sheriff Barnes:
Pursuant to Penal Code section 6031 (b), on April 15, 2024, the Board of State and
Community Corrections (BSCC) staff conducted an Unannounced Inspection of the Sutter
County Jail. The focus of the unannounced inspection was to verify continued compliance
with 1053 Administrative Separation, 1056 Sobering Cell, 1083 Limitations on Disciplinary
Actions, 1211 Sick Call, and 1270 Standard Bedding And Linen Issue of Title 15 of the
California Code of Regulations (CCR), Minimum Standards for Local Detentions
Facilities.
BSCC INSPECTION
Title 15, CCR Minimum Standards
The inspection consisted of a site visit, a walkthrough of the intake issue area,
interviews with administration and medical staff, a documentation review, and an
inspection of mattresses pertaining to the below-listed sections of Tile 15;
1056 Use of Sobering Cell
The sobering cell described in Title 24, Part 2, Section 1231.2.4, shall be used for
temporary holding of incarcerated people who are a threat to their own safety or
the safety of others due to their state of intoxication.
1083 Limitations on Disciplinary Actions
(3) If after placement in separation, mental health or medical staff determine that
an individual has serious mental illness or an intellectual disability, they shall be
removed from disciplinary separation immediately upon this determination.
1211 Sick Call
The facility administrator, in cooperation with the health authority, shall develop
written policies and procedures, which provide daily sick calls for all incarcerated

persons or provision made that any incarcerated person requesting
medical/mental health attention be given such attention.
1260 Standard Insitutional Clothing
All issued and exchanged clothing shall be clean and free of holes or tears,
reasonably fitted, durable, easily laundered, and repaired. Undergarments shall be
clean, free of holes or tears, and substantially free of stains. Individuals shall be
able to select the garment type more compatible with their gender identity and
gender expression.
1270 Standard Bedding And Linen Issue
(a) one serviceable mattress which meets the requirements of Section 1272 of
these regulations;
Upon completion of the Unannounced Inspection, BSCC staff found no items of
noncompliance with Title 15 of the California Code of Regulations (CCR), Minimum
Standards for Local Detentions Facilities sections we inspected.
CORRECTIVE ACTION PLAN
No items of noncompliance were identified during the unannounced inspection for Title
15, Minimum Standards for Local Detention Facilities, and no Corrective Action Plan is
required.
