February 12, 2025 Brandon Barnes, Sheriff-Coroner Sutter County Sheriff’s Office 1077 Civic Center Blvd. Yuba City, CA 95993 2025-2026 UNANNOUNCED INSPECTION, PENAL CODE SECTION 6031, WELFARE & INSTITUTIONS CODE SECTION 209, SUTTER COUNTY DETENTION FACILITY Dear Sheriff Barnes: An Unannounced Inspection of the Sutter County Sheriff's Office was completed for the following facility on Thursday, February 6, 2025: FACILITY NAME BSCC # FACILITY TYPE Sutter County Jail 5780 II This inspection was conducted pursuant to Penal Code Section 6031 to determine compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. INSPECTION RESULTS The focus of the Unannounced Inspection was to evaluate several areas of the jail facility to ensure compliance with Title 15 Minimum Standards. We identified no items of noncompliance with Title 15 Minimum Standards. For this inspection, the following areas were reviewed: 1032 Fire Suppression Preplanning, subsection (d) An evacuation plan While performing the unannounced inspection, I viewed an evacuation plan for the jail located on the wall. This plan identified the evacuation routes to safely move incarcerated persons in cases of emergency. This meets compliance with Title 15. 1051 Communicable Diseases Medical information was obtained through a conversation with the Wellpath nursing staff. At the time of intake, comprehensive medical screening for communicable diseases is conducted by the nursing staff. An assessment of communicable diseases is completed and established medical protocol is then performed upon an affirmative assessment. Brandon Barnes Sheriff-Coroner Page 2 Medical staff communicate with detention staff on the need for communicable disease procedure for housing purposes. This practice is compliant with Title 15. 1052 Behavioral Crisis Identification This is also conducted at the time of intake through the medical screening process by medical staff and prior to the person being accepted into the facility. Those that suffer from a behavioral crisis are referred to mental health clinicians who create a treatment plan. This practice is compliant with Title 15. 1055 Use of Safety Cell There are two safety cells at this facility: a larger one and a smaller one. Each person placed in the safety cell has been approved for placement by the facility supervisor or healthcare staff. Outside of each safety cell is a placement form which identifies the reason for placement and contains areas for medical assessment, mental health assessment, and the appearance and actions of the person placed in the cell. All observations are documented through an electronic verification system as well as remotely viewed by video. People placed in the safety cell are provided with a safety garment. This practice is compliant with Title 15. 1062 Visiting Incarcerated people are allowed one 30-minute visit daily. Visitation is held at various times Tuesday through Sunday, and based upon the housing area of the incarcerated person. A visitation schedule is publicly posted on the agency website. Based on space limitations, one person is allowed to visit one person at a time. All visits are non-contact. This practice is compliant with Title 15. 1211 Sick Call Through conversation with health care staff, incarcerated person sick call is conducted daily; Doctor sick call is conducted twice per week and dental sick call is conducted twice per month. This is compliant with Title 15. 1260 Standard Institutional Clothing All clothing examined during this unannounced inspection was clean, free of holes and tears. No stained clothing was found. This is compliant with Title 15.
