Section Description During the onsite inspection, BSCC staff determined Cell Housing (S104) double occupancy cells are noncompliant with the 1994 Title 24 Design requirements in subsection 4, which were in place at 13-102 (c) 6. Design requirements the time of original construction. The noncompliance was due to the desk, the upper and lower bunks having a gap between the wall that incarcerated people can use as a ligature tie-off point for suicide.
