FACILITY
Dear Sheriff Boudreaux:
An Unannounced Inspection of the Tulare County Sheriff's Office was completed for the
following facility on Tuesday, January 15, 2025:

This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 and 24, California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate the below sections of Title 15:
• 1027 – Number of Personnel:
The Board of State and Community Corrections (BSCC) staff reviewed
o
the facility’s current staffing level and determined the agency is compliant
with the regulation.
• 1027.5 – Safety Checks:
BSCC staff reviewed the safety check log for the Intake Area for January
o
15, 2025, and determined the agency compliant with the regulation.
• 1030 – Suicide Prevention Program:
(a) Annual suicide prevention training for all custodial personnel.
o
The agency stated it completes an annual suicide prevention
training for all custody personnel.
• 1055 – Use of Safety Cells:
Neither safety cell was occupied. Both safety cells were clean and in
o
good working condition.

• 1056 – Use of Sobering Cell:
BSCC staff observed several incarcerated people in the sobering cells at
o
the time of the visit and reviewed the associated safety log for the area.
The facility was compliant with this regulation.
• 1280 – Facility Sanitation, Safety, and Maintenance:
BSCC staff found the facility clean and in good order.
o
We identified no items of noncompliance with Title 15 Minimum Standards.
An Exit Briefing with your staff was held on Wednesday, January 15, 2025; BSCC staff
presented an inspection overview and discussed technical assistance and best practice
recommendations.
