DETENTION FACILITY
Dear Sheriff Boudreaux:
An Unannounced Inspection of the Tulare County Sheriff's Office was completed for the
following facility on Tuesday, March 17, 2026:

Bob Wiley Detention Facility 5850 II
This inspection was conducted pursuant to Penal Code Section 6031 to determine
compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles
15 and 24, California Code of Regulations.
INSPECTION RESULTS
The focus of the Unannounced Inspection was to evaluate the following sections of Title
15 in Unit 1:
• 1027.5 Safety Checks
Board of State and Community Corrections (BSCC) staff observed staff
o
members conducting safety checks and determined the safety checks
met the requirements of this regulation.
• 1260 Standard Institutional Clothing
BSCC staff observed the incarcerated people wearing clothing
o
consistent with the requirements of this regulation.
• 1266 Showering
BSCC staff found incarcerated people have access to the showers
o
anytime they are in the dayroom, which is consistent with this regulation.
• 1270 Standard Bedding and Linen Issue
BSCC staff observed the bedding and linen issued to the incarcerated
o
people appeared to be clean, free of stains, and in good condition, which
is consistent with the requirements of this regulation.

We identified no items of noncompliance with Title 15 Minimum Standards.
No items of noncompliance were identified with Title 24 Minimum Standards.
An Exit Briefing with your staff was held on Tuesday, March 17, 2026; BSCC staff
presented an inspection overview and discussed technical assistance and best practice
recommendations.
